Jeffrey Harman

Jeffrey Harman, PhD, a health economist, is a Professor in the Department of Behavioral Sciences and Social Medicine at the Florida State University College of Medicine. Before joining FSU in 2015, he was the Louis and Jane Gapenski Professor of Health Services Administration in the Department of Health Services, Research, Management and Policy at the University of Florida’s College of Public Health and Health Professions. He received his Ph.D. in Health Services Research, Policy, and Administration from the University of Minnesota.

His research explores the utilization and expenditures of health services, with an emphasis on the impact of health policies on services for populations with limited access to care, such as individuals covered by Medicaid or those experiencing mental illness and/or substance abuse. Dr. Harman is an expert in analyzing large secondary datasets, including medical claims data, large national health surveys, and other administrative data. He has particular expertise in methodological techniques for analyzing large observational datasets. Dr. Harman’s research examining these issues has been funded by agencies such as the National Institute of Mental Health, the National Institute on Alcohol Abuse and Alcoholism, the Robert Wood Johnson Foundation, the Patient-Centered Outcomes Research Institute, Florida’s Agency for Health Care Administration, Florida Department of Health, and private industry.
