Formally trained in Community Health Development and Behavioral Sciences, Dr. Luu has worked in the field of public health for the past two decades. From 2002-2006, she was the national program coordinator for the Ministry of Health of Vietnam. In this role, Dr. Luu helped design, implement, expanded, and evaluated the Vietnam’s National HIV Voluntary Counseling and Testing program in all 63 provinces of the country. In this capacity, she was directly involved in the delivery of technical training to more than 500 local public health practitioners. Dr. Luu transitioned to the position of the Country Director of the U.S. Department of Defense’s HIV Prevention Program in Vietnam in 2007 and assumed this role for the following 7 years. With an average annual operating budget of USD 3-4 millions, she set up and managed entire portfolios of HIV prevention initiatives for the Vietnam’s arm forces, the initiative’s beneficiary in Vietnam, including community-based intervention programs, laboratory renovations, policy advocacy, and program monitoring and evaluation efforts.

During her master’s and doctoral training at Emory University during 2013 – 2023, Dr. Luu worked as research associate for the Centers for Disease Control and Prevention (CDC), Hope Research Center (Vaccine Trial Program), and Florida State University (School of Nursing).

Dr. Luu currently works as a Senior Research Scientist at Humana Inc., a leading US health care corporate serving senior populations, with a focus on research design and program evaluation for a variety of pilot interventions aiming to close gaps in health-related social needs among Medicare beneficiaries. She has published works on the topics of HIV, sexually transmitted disease prevention, HPV vaccine uptake among adolescents, and domestic violence. Minh’s major expertise domains include research design, data science, and program evaluation.
