Dr. Luu is formally trained in Community Health Development and Behavioral Sciences and has worked in the field of public health for the past two decades. From 2002-2006, she served as the national program coordinator for the Ministry of Health of Vietnam. In this role, Dr. Luu helped design, implement, expand, and evaluate Vietnam’s National HIV Voluntary Counseling and Testing program across all 63 provinces of the country. She was directly involved in the delivery of technical training to more than 500 local public health practitioners. In 2007, Dr. Luu transitioned to the position of Country Director for the U.S. Department of Defense’s HIV Prevention Program in Vietnam, where she held the role for seven years. With an average annual operating budget of USD 3-4 million, she managed a comprehensive portfolio of HIV prevention initiatives for the Vietnam Armed Forces, including community-based intervention programs, laboratory renovations, policy advocacy, and program monitoring and evaluation.

During her master’s and doctoral training at Emory University from 2013 to 2023, Dr. Luu worked as a research associate for the Centers for Disease Control and Prevention (CDC), Hope Research Center (Vaccine Trial Program), and Florida State University (School of Nursing).

Dr. Luu currently works as a Senior Research Scientist at Humana Inc., a leading U.S. healthcare company serving senior populations, focusing on research design and program evaluation for pilot interventions addressing Medicare beneficiaries' health-related social needs. She has published works on HIV, sexually transmitted disease prevention, HPV vaccine uptake among adolescents, and domestic violence. Dr. Luu’s areas of expertise include research design, data science, and program evaluation.
